Not quite that bad. The main thing is to get the angle
of radiation down. There are ways of doing this with
shorter than 1/2 wave verticals by adjusting the angle of
the radials. But, you do need a good radial system, not just
a few wires. By using a folded arrangement for the radiator
its possible to get the feed point impedance up. Low
impedance at the feed point is a problem with short antennas
but can be helped with devices like capacity loading hats
that also tend to depress the radiation angle. Lots of
material in the literature on this. It still takes a large
structure to radiate decently at low frequencies.
