I suppose that provides another answer to the question about present day 
non-amateur use of cw on the hf bands.  I hear this kind of traffic quite 
frequently when surfing the hf spectrum.  Some of these stations show up in 
the amateur bands as well.

Whoever uses this mysterious communication service must have trained Morse 
operators to receive it.  Could be old military and commercial operators 
left over from the days when cw was widely used for routine traffic.  Or 
maybe licensed amateurs.  Otherwise, someone has to still be training 
operators to copy Morse code.
