As they say in the novels: If I told you who was trained to receive
it and why, I would have to kill you.
I believe you will never get an answer to your question because those
who receive such broadcasts are sworn to secrecy and moreover, there
would be "people" who would try to do them harm or extract state
secrets from them.
Not a good thing to ask, but deadlier to tell.
