[CW] A primary rule of radio

That works both ways of course.  If the times are given only in zulu(as they
used to be) then what was a newbie to do.  He listened, and they werent
there.

I can remember, as a Novice, geting card after card, with times a day off,
and hours as well.  Having been a shoret wavel listener, before getting my
Novice, of course, I knew the difference, and wondered why everyone else was
so confused.
