[CW] A primary rule of radio

KB,
I have to say I'm shocked! W1AW schedule "used to be" always given in
UTC (previously called GMT), or "Zulu" time followed by the day and
time in local time.
Does anyone when this was changed? I see that the Qualifying Runs are
still given in UTC with the "local" time given afterwards.
I know that the problem is the "early" bulletins and code practice
that occur after midnight UTC which makes it the next day. Tuesday
night here after 8 PM (EDST) is Wednesday morning UTC.
But how is the new comer to learn? Ever get QSLs from some country in
local time that's on the ZD plus a half hour - like Labrador or parts
of Asia?
40 time zones are more confusing than ONE universal time.
