[CW] A primary rule of radio

You mean for CWspeed practice?  Or just the fact of the freqs they pick out?
Its often been a bug that the come on top of people and start broadcasting.
They have gotten away with it forever.  That "primary rule" is not just for
ham radio.  Its was/is a rule for commerical, military, government nets, and
really just makes sense.  I the slowest man on the net, cant copy, then they
are not communicating.
