Maybe. OTOH if one person leaves because of Policy X and two people join....
And it's only effective if the folks making the decisions you don't like are
told in no uncertain terms why you're leaving. That means all the directors,
vice directors, presidents and vice presidents. Section Managers don't make
policy - neither does most of the Hq. staff.

It's important to define *exactly* what would make an organization "more
democratic
and open." Detail what's wrong would make you/them come back.
Some League folks I've talked to think the ARRL is democratic and open
because they show up at hamfests and conventions and talk to hams, members or not.
Here's what I've told them needs to change:
- Publish BoD minutes in QST. Use small print to save space but publish them!
- Record how *every* director votes on *every* issue. If that takes a by-laws
change, so be it.
- Conduct membership-wide surveys on various issues every couple years at
least, and publish the results in QST. To save money, if that's an issue, just
print the survey page in QST and ask members to pay the return postage.
But I'm only one voice.
