Hello Jim,

I couldn't agree with you more about the BOD (Board of Directors) minutes. 
I've been on the BOD of different organizations, and I can tell you that on 
important matters, often I've had to compromise and vote FOR something 
because it was the only possible direction - and abstaining would be wrong.

But I've been only too happy to explain to people WHY I voted that way.  I 
would like for ARRL to again publish the BOD minutes - that was something I 
always read.

I understand it is on the Internet, but I think it says "tons" if an 
organization publishes it in their "official organ" - like "QST".

Your right on the money - about your suggestions.

ARRL usually polls the general ham population (as opposed to their 
membership) as I know several non-members who they've contacted within the 
last three years.  I think their take is that they represent ALL the 
licensed amateurs in the USA and not just their members.  I agree with this, 
but I think they have a higher responsibility to listen to (although not 
necessarily agree with) their membership.

- Publish BoD minutes in QST. Use small print to save space but publish 
them!

- Record how *every* director votes on *every* issue. If that takes a 
by-laws
change, so be it.

- Conduct membership-wide surveys on various issues every couple years at
least, and publish the results in QST. To save money, if that's an issue, 
just
print the survey page in QST and ask members to pay the return postage.
