I'm afraid there is NO use complaining to Riley. Look at K1MAN, for years 
violating FCC Regs, sending "broadcasts" with no control operator, etc., on 
both 20 and 75M.  He gloats about it on his webpage, and threatens the FCC 
with more lawsuits if they attempt to "harass" him. The FCC wants the path of 
least resistance. That is a rule of government service. (I know, I was a fed 
for 25+ years!).
