You're right.  I've _never_ heard anyone behave like that on HF.  Had you
posted "Hey, here's one of the jerks that's been defecating all over
14.280!" I might have had a better idea of what your point was. :)

The question that remains is of course, WHY can't we do anything about it?
Does the FCC ignore written complaints with documentation of behavior?

I'm sure that if this guy is as flagrant a regulation violator as you
indicate, it would be trivial to obtain enough unimpeachable evidence to
let the FCC stroll in and ruin this guys' day.  Hell if the FCC won't shut
him down, I'm sure a neighbor would be happy to stop by his house with a
sewing needle, some flush-cutters and a pair of pliers to install an
inter-coax signal shunt. *ahem* :)
