That's true, but lest we forget, the FCC does report to the overseeing
Congress.  That's why I wrote to the two Senators from California and my
US Representative.

I wrote them pressing for an investigation of the FCC on this matter.  In
brief, my letters said:

"Has the FCC gone brain-dead?  BPL would be an unlicensed service under
Part 15, yet the FCC requested comments from licensed spectrum users when
BPL proponents requested an easing of the present power line radiation
limits.  It should be the other way around, with THEM demonstratiing that
there would be no symmetrical interference between licensed spectrum
users and BPL."

That was before the "Nirvana" speech which has made it obvious that the
FCC is not only brain-dead, but at least one of the commissioners has
gone bonkers.
