Foxtrot-Charlie-Charlie, like all other executive branch agencies, can only
adopt regulations within the scope of authority granted in statutes enacted
by Acts of Congress.
That the FTC acted without the scope of its statutory authority as granted
by an Act of Congress was the basis for the first federal district court
decision last week stopping the Do Not Call telemarketer list.  Now,
Congress acted swiftly to grant such authority to the FTC.
