There is a proposal, I'm not sure by whom, that the bands should be divided
by transmission bandwidth.  That way cw would be considered just another
narrow-band mode like rtty or psk31 and so would not be an isolated special
case.  The proposal is that the lower frequency segmant of each band should
be narrow-band modes and the higher frequency segment wide-band, such as ssb
sstv etc.  The proposal seems to be gaining support in some quarters.
