No one can publish the exact Q & A when there are a bazillion variants that
change frequently.  Students would have to actually learn the material (what
a concept!).  So, for a question like...

    "Approximately how long is each side of a cubical-quad antenna driven
element for 21.4 MHz?"

The VEC or VE teams should be able to plug in any frequency at all, and then
fill in answers that match the answer key.

The VECs, when they computer-generate each exam variant, could let the
computer generate new numbers for the math questions each time.  They could
also throw in any distractors they want.

We won't return to the days of broad questions and essay answers in the
study manuals, but I think the strategy I outlined almost gets us there.
