That's been the complaint about the modern licensing system since it
was started, that it is incentive based. So what is wrong with
suggesting a qualification based system instead? It's the only
alternative except unless you want to consider doing away with exams
period.

I could agree with this providing CW sub-bands are maintained. I'd
prefer CW segregated from the other digital modes as well but could
live with them as is if there was enough space.

We have CW over the whole band. Nobody has proposed changing that.
And I don't buy a CW-only sub-band creating a ghetto.
