Yes I think it would send a message, not necessarily the right message. 
And I do not think it would acheive the desired results. The message it 
sent would be open for interpretation. One of the interpretations would 
be that a lot of people on the pro-CW side are uncooperative, "my way or 
the highway" types, who are no longer members and therfore will not be 
represented. I agree that voting with your pocketbook can be very 
effective. Perhaps some letters to ham equipment suppliers, telling them 
you won't buy from them as long as they sell products from companies 
that clearly support elimination of code tests, would help. How about a 
donation to the W1AW fund, to keep CW practice transmissions on the air.

If there were another organization that had as many members as the ARRL, 
which was carrying out a more effective pro-code policy, that you could 
join instead of the ARRL, then quitting the ARRL might be considered a 
"vote". Lacking such an organization, quitting the ARRL is more like 
just not showing up at the polls.
