NIGHTMARE:  Is there a International requirement that amateur stations be
"LICENSED"?
I don't know... but let's say there isn't.  Let's say it just defines how
Amateurs are permitted to be on the air...

Now, if FCC said - NO MORE TESTS, NO CW, NO THEORY, we will just give you a
PERMIT to operatel

Would that by-pass the Part 15 regulations because Amateurs are NO LONGER
LICENSED?

I see this happening within 2 years.
