Since Part 15 devices are unlicensed, he doesn't need FCC approval to 
install BPL, as long as it complies with the Part 15 rules.  However, even 
if he complies with all the Part 15 technical standards, he  still must shut 
down the system if it causes harmful interference to any licensed service.
