But still, the bottom line is, per FCC regulations, Part 15 devices may not 
cause harmful interference to licensed services, and must accept all 
interference to  licensed services.  Plus, the hf allocations are governed 
by international treaty, which the US and all other countries are required 
by international law to respect.  Couldn't this be the basis of a 
class-action lawsuit on behalf of ALL licensed users of the hf spectrum?
