[CW] Refarming the bands

Another suggestion:

The bottom 75 KHZ of each band should be CW only.
All frequencies above that would allow all modes.

Institute a 3 class licensing system:
1.)  VHF no code
2.) Comprehensive, allowing all privileges, with a 16 wpm code test, one =
minute real copy of 5 letter groups.
3.) Limited, phone and digital privileges only (above the bottom 75 KHZ  =
of each band) but with the present 5 wpm
"character recognition" CW requirement. dNo privileges in the bottom 75 =
KHZ of each band.
