[CW] Refarming the bands

The trouble, as I see it is: The best place for chums
to practice CW is on VHF/UHF, not HF, but there are few
CW rigs for these bands. (5 or 10 mile range)
Denying CW privileges to beginners may serve to discourage
CW learning. The stepped classes starting with CW only novices
is the only thing that makes sense to produce balanced HAMs,
but clearly that failed to bring in everyone that was interested
in becoming a HAM. I hate to think ` making every new HAM
a balanced HAM ' is too lofty of a goal.
