This is exactly what I meant in my posting some time back when I maintained 
that Incentive Licensing was a dismal failure in terms of its stated 
intended purpose, to reverse the trend (that began long before 1968) that 
has turned amateur radio from a technically-oriented radio service into a 
communicator's hobby.
