*I modified this antenna today and replace the C3S with it...works 
beautifully with 1.1:1 SWR, or less, from 21.000 to 21.300 and 1.3:1, or 
less, SWR from 21.300 to 21.450. I guess that's typical OWA performance. 
The antenna does come with a ferrite bead sleeve balun.*
