[CTSARA] SF 2 Meter Repeater is Out Of Service

There is a problem with the SF 2 meter repeater.  It is cutting out during
transmissions -- you'll be listening to someone talk with an S9++ on your
receiver, and then all of a sudden it will be S0, then back to S9++, then
back to S0, etc.  Since there is no courtesy tone being played when it
drops to S0, that would imply that the controller is hearing the inbound
signal and that the problem is in the transmitter.

I have switched the repeater to the Hospital.

Please do NOT play the Snooze Line until further notice!!!!
