[CTSARA] SF 2 meter update

So John GRB graciously stopped off at SF on his way home (and let his
dinner get cold) to run tests to see if we could figure out what the
problem is.

And, of course, the repeater was working perfectly.  Very frustrating,
especially since John, Adam, Frank, and I all experienced the intermittency
earlier in the day.

We're leaving SF operational for now to see what happens.
