Jon,
They administer the W1 QSL bureau.
In years past the system was to ask for s.a.e.'s to have in storage and
postage to send your cards but funds is better so they can use their own
standard envelopes. I sent money once or twice "just in case" and I
still have close to 20 bucks credit after five years.
They are very meticulous. When I moved, forgot to change my address and
two years later I sent them an email. They were holding my cards that
were returned by the new owner of the old house.
You can trust them.
