They are the in-bound bureau for overseas QSL cards destined for our call area. That is, the ARRL is outbound only, for sending cards overseas, while the YCCC is for receiving them. These would be cards your DX contacts sent "via Buro" as opposed to "direct."

Has anybody ever heard of them?
 
Apparently they want money to forward DX QSL cards that they've received on my behalf.  It sounds shady, but when I did a Google search on them nothing bad came up.
