Jim,
Yes, I painted the plate choke from a 30S-1 two years ago.
Just remove the transformer and the end-bells. Mine was 100% rust inside and out. Took 2 months of grinding to clean it off. Picked up some bare-metal spray primer and Semi-flat, Satin Black barbecue spray [high temp] paint from Home Depot (Rust-Oleum). When it was finished, it looked like it came out of the box. If the transformer buzzes, find a transformer shop in your area and see if they'll vacuum pot your transformer [common problem with 30S-1s]. It cost me one dozen Dunkin' Donuts. Do NOT leave the end bells with them or they will disappear. I took photos of the process and if I didn't delete them, I'll send them along.
