[Collins] Does this 30L-1 look ok to buy?

Thanks to Jim W0JJL who saw what I saw.  

The RF cage cover has been removed which should operate the HV interlock 
and place the HV directly to ground.  This can cause some severe damage 
if the unit is turned on in this condition.  I know it had high voltage 
in one picture, I wonder if it still does?  

I tried to blow up the photos but I couldn't make out if the interlock 
had been defeated with a piece of plastic.  Maybe it has been permantly 
defeated.  Either way,  anyone bidding on this item should look out.
