[Collins] VOX Problem

Can anyone refresh my memory on the cure for a stuck relay in the 32S-3.

Checked resistance and voltage readings with another known unit in the VOX
circuit and they appear fine.
The relay closes shut and opens when you remove the VOX relay tube, the 6U8.

I did check the 2 watt 68 K resistors.  What is strange is that the
resistances/voltages with another 32S-3, that I know is fine, are the same.

I am missing something very obvious.
