The early 4X250 without louvered fins weren't really good for 250 watts
dissipation and the 4X150 with straight fins were hardly good for 150
watts. Once both got louvered fins and ceramic insulation (the C is for
ceramic insulation) both were finally good for 250 watts plate
dissipation. My group at Collins when I was there claimed credit for
proving to Eimac (and RCA) that the cooling designs without the louvered
fins were deficient.
