I am sure that most have heard of the FCC support of BPL. What the 
power companies want to do is to transmit broadband internet
to every household in the US using frequencies from 2-80MHz or so.
Power companies have enough trouble keeping their lines from
radiating RF from arcing and other leakage. Imagine how well they
can keep RF energy contained without sheilding or balanced
transmission lines. There will likely be sources of leaked RF in all
directions on frequencies where just a few milliwatts can literally
communicate over thousands of miles when conditions are right.

This will have the effect of raising the overall noise level so that
20M may very well sound like 80M in summer. The ARRL has monitored
several test sites and the results have not been good. You can find
those reports in QST.

The FCC has a comment period before and many responded, but they
started a new docket and are requesting NEW comments. The new docket
is 04-37 and is different than the one before. Even if you made
public comments before, you need to do it again, because it is the
comments on 04-37 that they are considering.

On February 23, 2004, the Commission released a
Notice of Proposed Rule Making on Broadband over Power
Line (BPL), referencing both the newly created Docket
No. 04-37, Amendment of Part 15 Regarding New
Requirements and Measurement Guidelines for Access
Broadband over Power Line Systems, and the existing
Docket No. 03-104, In the Matter of Carrier Current
Systems, including Broadband over Power Line Systems.


A number parties interested in this matter have asked
whether comments responding to the Notice of Proposed
Rule Making should be filed with respect to both
dockets. To simplify this filing process and minimize
the burden on both interested parties and the
Commission's resources, we are requesting that parties
responding to the Notice of Proposed Rule Making
submit comments, replies and any other pleadings or
information only in the newly established ET Docket
No. 04-37.

The last sentence pretty much says it all. We need to
do this again! I just made my comments on this matter
and searched for other comments from NM. There were
nine other comments there from NM. Take the time and be heard
by the FCC, or you might not be heard on HF.
