[CoARES-D10] Calling all D-10 Weather Spotters!

As many of you know we have already had our first tornado of the season! We
normally don't see any activity till late May or mid June, so we are
scrambling to get our NCS up and running. However... we have a shortage of
Net Controls! Due to schedule changes, job changes and other considerations,
some of our past NCS cannot play this year, so we need to replace them!!

If you are weather trained and have spotted in D-10 actively before, and
have the availability of time. Are willing to donate one day a week to being
NCS, we need you! We will give you training, support and probably a partner
to work with! You will not generally be thrown to the wolves!
