I operated from an apartment in San Francisco for 10 years and my biggest problem was local qrn. I tried all kinds of things but by far the most effective solution was to use a separate coaxial receiving loop antenna. With this I could null S9 noise down to S2. I used a separate indoor zepp for transmission and you could continue to use your vertical for transmission.
The receiving loop is only effective when the noise is emanating from a single direction. If there are multiple noise sources, you can't null them all out, but at least you could get the biggest offender. If you google "coax receiving loop", you will find plans for construction.

I live in an apartment in a house on the third floor. Were I currently have
a butternut vertical mounted on the roof. The houses are in my area are
known as "row houses" because they are so close together. And the
back yard
is smaller in length of a mid size car. At the back of the house I have a

inductor tuner. So tuning the antenna will not be a problem. So... I
thought by sending a note on this reflector that there would be someone out
there in ham land who could help me design a wire antenna for my current
situation.
