One thing you might consider, is a separate receive antenna.  I'm told that
small loops, such as so-called "shielded loops," can do well to reduce
certain kinds of noise, and can be oriented to null out the worst of the
noise sources.  But they aren't so good for getting your signal out.
Whereas shortened verticals may get your signal out but tend to be noise
magnets.
