At the time of the 27A, wasnt Techs still only allowed 145-147?? Thus the 147 rptr subband was off limits to them..until the FCC gave them full access to the 2m band.
(and of course Novices had 2m CW and AM voice privileges in 145-147 until Oct 1972 when they were given 10m CW access but the 2m subband for Novices went away)
