FWIW, I found the NE-32 Neon regulator. Its rated at 85 Volts DC
breakdown, series resistance 4800 ohms. The 5651 is rated at 86 volts
with current of 1.5 mA to 3.5 mA, so it would appear that the 5651 can
be used in place of the NE-32 for function but would have to have a
different socket.
