The 5651 is a voltage reference tube. Forgot its voltage but its used
in various voltage regulated supplies to provide a very stable reference
source. You will find a data sheet at:

Can't tell you anything specific, I don't think I ever saw one.
The version in the handbook linked above has two neon lamp
regulators, perhaps replaced by the 5651 tubes in yours.
As nearly always start trouble shooting with the power supply.
