[Boatanchors] replacing oil filled capacitor in Viking II ?

If its actually leaking it should be replaced. If not leaking
it is probably OK. Part of the trouble with PCBs is that Monsanto
and General Electric dumped tons of it into the Hudson river and
refused to help clean it up. It is a carcinogen and long exposure
can cause cancer. Exposure to a small amount is not going to hurt
you. You can look the stuff up for detailed, authentic information.
