Ray makes a good point. There is a lot of propagation on 10m even during the "non-peak" years...
I have one friend who only works 10m SSB and patiently looks for those rare openings into Northern Europe so that he can chat with friends back home in England from his shack here in Florida. It helps that he has a decent 5 element beam!

For 10 meters, there was a peak in 2002, it reached bottom about 2007. Peaked again about 2013 and should bottom next year. Then, should march toward peak in 2024. So you never can tell what will happen in between the peaks and valleys. That's why you don't give up. Just keep checking and calling. Doesn't take much time and effort to give a shout. Or park a receiver on the beacons. That's what they do on six meters. Almost all of us have a spare 10 meter rig we can park on a beacon frequency with squelch barely closed. Then when a beacon breaks the squelch, jump on and holler up the band.

It's more than just this.
I think things have become so crappy people have just given up.
We are still about two years away from the end of the current solar cycle.
And the experts expect the next cycle to be worse than this one.
I have given up trying except on contest days. Then I can see how bad it
really is. I will be trying during the CX this Sunday.
