I repaired one of these with this problem years ago.  This radio is Infamous for AGC voltage leakage through the phenolic, I think in the band switch area. Several people here are familiar with this problem it's kind of hazy In My Memory. But I think the way that I fixed it was to just pull AVC voltage off of the stage where the leakage was occurring.  Someone here gave me tips about it. Anybody?
