You are correct, the 807 is basically a 6L6 repackaged to function better as a transmitting tube and the 6L6 was released first. I think this was a case of RCA seeing a great market opportunity given the number of amateurs building 6L6 based transmitters. They chose to cannibalize their 807 success with the more modern and extremely popular 6146 series.

Actually I believe the 6L6 came first, 1935/1936, followed by the 807 a
year or so later.
