[Boatanchors] RAL panel fasteners

I've tried pulling the screw up against the small tube while turning the
screw
(in either direction, just in case). There is no sign of the screw starting
to bite
into the tube.

I can't apply much pull without applying a wrench to one of the screws,
which
I don't really want to try yet.

One of the screws is missing from each panel, so it must happen somehow :)
