[Boatanchors] RAL panel fasteners

I have been restoring a RAL, almost done. However, the front panel is
missing one of the
fasteners - screw about 1" long with a nice knurled top. This is held
captive in a cylindrical
whatsit on the front panel.

The donor front panel has plenty of these screws. However, I can't figure
out how to remove
(and then insert) one of these (non-destructively).

Is there a technique for this? I have no specialized tools that would help.
