     Sometimes old meters drag because of a build-up of dirt 
on the bearings. Sometimes just working the zero-set will 
fix it. Worth a try anyway. Also, shine a flashlight 
obliquely across the meter face and see if the pointer is 
catching on anything. I've had meters where the bearing 
screws were loose causing the entire moving element to tilt. 
Not as easy a fix because you must open the meter and 
perhaps remove the movement from the case. But mostly 
dragging is just dirt on the bearings.
