I have freed up sticky or dragging meters by driving them with a square 
wave generator at around 1 Hz for a few hours (use a series R to limit 
the max I appropriately, and a blocking diode if you can't generate 0-V 
output). Once they go smoothly between 0 and FS switch to a triangle 
wave to check for smooth operation across the full scale.  Seems to 
clean up the condition Richard is describing. Of course this won't help 
with a real mechanical problem.
