[Boatanchors] HRO tuning drive outer shaft

Thanks to all who provided articles, links, and information. Cleaned things
up, reset
the mechanism to 250 and checked the springs were in the correct position.
Working
FB now.

How it works is still a mystery to me, although a list member sent me some
very
interesting observations (in particular, that the two shafts are not
concentric - there
is some elliptical magic going on here).
