You have it misaligned and the inner dial is reaching the end of its travel, as limited by the internal springs. Maybe this will help: http://bama.edebris.com/download/national/pw-dial.gif

A list member emailed me to point out that the outer shaft turns
smoothly (i.e. is not meant to be fixed in place).
I can see now that the knob mechanism works, mostly. There are
places where the tens mechanism 'clicks' and becomes misaligned.
How on earth does this work? What needs to be done to overcome
the problem where it skips?
