Measure the inductance and then measure it with one shorted turn wrapped
around it
If it changes drastically it probably was not shorted
If it remains the same it probably was shorted
If it is a core and coil choke the shorted turn must be threaded though the
laminations same as the existing winding
Won't tell you if it is the right value but will tell you if it is shorted
or not.
