[Boatanchors] OT: Whole-house bucking/regulation

I have a cheap plug-in AC voltmeter from an RV store 
that I keep plugged into a kitchen duplex outlet. I 
have adjusted it to be spot on at 125 Volts. I also 
monitor it daily during the summer and notify power 
company when it goes over 128 or below about 107 
during the summer with the highly fluctuating demands 
of air conditioning. I always verify with my Fluke 77 
DMM before making that call. Power company has usually 
responded and corrected things within 24 hours. 
 
Some 15 years ago, I complained about a noise problem
that I had a bearing on with an HF beam. It took a week 
or maybe two, but they sent out a team an located it as 
being in a specific house several hundred yards away. I 
never got around to getting up the nerve to approach the 
neighbor (unknown) and eventually the device causing 
the problem must have failed as the noise disappeared. 
 
The power company (here in Oklahoma, anyway) IS 
responsible for damages caused by overvoltage, which 
also includes surges caused by company equipment, but 
NOT that which is caused by natural events.
